Harrier's Grasp: decreased Cripple duration to 2...9 seconds.
Lyssa's Haste (PvP): split for PvP; increased recharge to 25 seconds.



Elementalist


Blinding Flash: decreased Energy cost to 10.
Grasping Earth: increased Energy cost to 10; decreased duration to 5...20 seconds.



Mesmer


Fragility (PvP): increased recharge to 8 seconds.
